Table 1 lists bargaining units with new collective agreements, their union membership and their population as of March 2018. When an employee is informed less than seven (7) forty-eight (48) hours in advance of a change in his or her work schedule, the employee receives a time bonus rate and one half (1 1/2) for the work performed in the first instalment. The following positions, which are worked according to the new schedule, must be paid in direct time. The worker shall retain his previous rest days after the change or, if he has worked, those rest days shall be remunerated in accordance with the provisions of the collective agreement on overtime. The Memorandum of Understanding, which created the Task Force on Mental Health in the Workplace, is also included in this agreement. The Task Force`s mandate includes identifying ways to reduce and eliminate stigmatized stigma related to mental health issues, improving communications on mental health issues in the workplace, and implementing the National Standard of Canada for Psychological Health and Safety in the Workplace. The parties agreed on the MoU earlier in the negotiation process, in 2015, and the Task Force has been working it ever since.

The employer respectfully requests that the Commission make the amendment proposed by the employer in its report, but not the amendments desired by the negotiator. During the current round of bargaining, six different agencies have concluded 17 collective agreements with four bargaining agents representing 17,000 workers. Table 2 below lists the agencies and bargaining units with new collective agreements, their union membership and their population. The Bargaining Agent proposes to include a whistleblower safeguard clause in the agreement. The following help replaces the old Factor Allowance (PFA). The parties agree that only the holders of positions considered to be entitled to the signing of this collective agreement and/or received from PFA will receive the Correctional Service Specific Duty Allowance (CSSDA), subject to the criteria set out below. The employer proposes to repeat the same or equivalent improvements for members of the TC bargaining unit that would provide for a fair and reasonable collective agreement. The evidence presented in this submission does not indicate or support that the TC Group receives more than the model set out in the 34 agreements reached during this round of negotiations. By negotiating in good faith, the Canadian government concluded 34 agreements during this round of negotiations covering more than 65,000 federal public service employees.
